About SURF and the Content Procurement team

SURF is the collaborative IT organization for Dutch education and research. As a contract manager, you'll be part of our Content Purchasing (CI) team. A group of enthusiastic, passionate and committed people. CI realizes the contract management for the UKB, SHB consortia and other participants (e.g. research institutes, technological institutes) that want to benefit from joint procurement and management of content with national and international publishers.

Due to the fact that the current contract manager is stationed in a project elsewhere in the SURF organization, you will temporarily replace him. You will work a lot with your fellow contract managers. You'll also work with the Licence Desk and other departments within the SURF organisation, such as Legal Affairs, Finance, Internal Services/Technology, IT Procurement, Innovation/Education, and Marketing and Communications. Whoever you work with, you'll notice the high level of expertise, the desire to work together, and the openness in communication. What does the job entail?

You will represent the interests of the consortia in the areas of content procurement in general and contract management in particular. The emphasis of this position is on service to SHB, the consortium of college libraries.

You will be well inducted into your portfolio by the current contract manager. Once up-to-speed, you will work out the content of contracts and maintain the purchasing and/or contract management policies of the organization and SHB. To this end, you will provide solicited and unsolicited advice to the partnership and SURF management.

What are you going to do exactly?

  • You will prepare analyses and contracts, review contracts and purchasing agreements and test them against our purchasing policy and legislation.
  • You maintain contact with contracting parties and monitor license and contract agreements made.
  • For the large contracts, you negotiate in negotiating teams in accordance with policy frameworks and public values - conditions to conclude and manage purchasing agreements. For the 'smaller' contracts you carry out the entire process of negotiation and contract management yourself.
  • You supervise the contracting with (external) parties within the procurement and legal guidelines and ensure that everything complies with overall compliance and legality.
  • You assess a possible tender obligation.
  • You manage the contract files and monitor the execution, risks and possible issues of contracts. You also take care of contract evaluation.
  • You perform feasibility studies at the request of the consortia.
  • You build relationships with new and existing market parties.

We ask

  • Hbo/wo work and thinking level, preferably supplemented with experience in project management;
  • At least 3 years work experience and experience with contract management;
  • Experience with the (HO) library sector;
  • Good verbal and written communication skills in English and Dutch;
  • A keen analytical ability and data management skills, with a sense of practicality of processes and procedures;
  • You are an independent worker, but also work well in a team;
  • You see where opportunities lie in your work area and pick them up yourself;
  • You are a result-oriented, natural networker, who can properly assess what stakeholders want.

  • A varied and challenging job for 32-40 hours (0.8 - 1.0 FTE) in an informal and collegial atmosphere with a high level of ambition;
  • Initially, the contract will be for one year, with the intention of converting to a permanent contract after one year;

  • This position has a salary range of € 3.676,00 to € 5.252,00 gross on a full-time basis;
  • 8.33% holiday allowance, a fixed year-end bonus of 8.33%;
