About SURF and the Quality, Procurement & Legal (KI&J) team

SURF is the collaborative organization for ICT for Dutch higher education and research. SURF works with more than 100 educational and research institutions on ICT facilities and ICT innovation, in order to make the best use of the opportunities offered by digitization and to enable better and more flexible teaching and research for more than one million users.

The KI&J team consists of privacy and security officers, procurement consultants, and counsels. On the basis of the applicable legislation and regulations, the team establishes the frameworks and guidelines within which the SURF organization operates internally and externally. The team also monitors compliance with these frameworks and guidelines. Additionally, the team supports and advises the organization.

Since there is a structural need for extra capacity in the field of privacy, SURF is looking for a privacy officer with technical affinity.

What does the job entail and what will you be doing?

Both SURF's internal operations and its services involve the processing of a great deal of personal data relating to staff, students, researchers, and others. As a privacy Counsel, you will be involved in all kinds of purchasing projects, collaborations, service development projects, and pilot programs in which the protection of personal data plays a role. On the basis of the established policy frameworks, you will support the SURF organisation in matters concerning, for example, the division of roles between SURF and its customers or suppliers, and the organisation of data processing in accordance with the privacy by design principle. You will also provide support in performing DPIAs, in concluding processing agreements and other agreements involving the processing of personal data, and in drafting or assessing privacy statements.

As a legal expert at SURF, you will have a varied role. You will provide legal advice and support to colleagues in order to achieve SURF's underlying objectives. During your work, you will also check whether the privacy policy frameworks are being complied with. Pragmatism is desirable. Given that SURF has not yet functioned as a single organisation for very long (instead of three separate operating companies) and that integration is still in full swing, you will also be working with other colleagues from the KI&J team on the further development of policy frameworks, templates, manuals and process descriptions where necessary.

What we ask

  • You have completed an academic master's degree;
  • You have a strong affinity and experience with IT services and the technology of IT services.
  • You have at least five years relevant work experience;
  • You have previous working experience as a contract Counsel within the ICT sector;
  • You are independent, flexible and results-oriented;
  • You have above-average social skills and are a team player;
  • You have excellent verbal and writing skills;
  • You have an excellent mastery of the Dutch and English languages.

As an advantage we appoint the following:

  • You have a certification in the field of privacy (such as CIPP/E);
  • You have knowledge of and experience with the technical aspects of information security;

What we offer

If you choose SURF, you choose:

  • A varied and challenging job for 32-40 hours per week (0.8 - 1.0 FTE) in an informal and collegial atmosphere with a high level of ambition;
  • An annual salary of max. approx. 85k (based on a full-time appointment of 40 hours per week), depending on the final job level at which you are classified based on your knowledge and experience;
  • Excellent fringe benefits, including 36 vacation days (based on a 40-hour week), a fixed year-end bonus of 8.33% and a 1st class NS business card;

  • An appointment based on a one-year contract, which SURF intends to convert into a permanent contract.
