The annual event where professionals from education and research come together for inspiration and knowledge sharing around the themes of procurement, contract and vendor management and compliance.

SURF Inkoop Connect brings together professionals from the education and research sectors to discuss procurement, contract and vendor management, and compliance. With a varied programme, structured around parallel tracks, each theme will receive ample attention throughout the day via inspiring presentations, practical examples and interactive workshops. This creates space to engage in dialogue, exchange ideas, supplement theoretical depth with practical experience, and translate awareness into concrete action.
Theme: Digital Delta Works
From awareness to action: building our digital governance together. Whilst last year at SURF Inkoop Connect we focused on awareness, we are now taking the step towards action. After all, how do we really tackle this digital governance together in practice?
Just like the Delta Works, we protect Dutch education and research from major market influences, whilst embracing what makes us stronger, smarter and more autonomous. In this second edition, we’ll show how, as an integrated chain – encompassing procurement, contract management and compliance – we steer towards our public values, and how we join forces to achieve genuine freedom of choice, clarity and digital autonomy.
Keynotes
We are delighted to announce that Ellen Mok (founder of the Digitale Doetank) will deliver the opening keynote at SURF Inkoop Connect 2026. Ellen helps organisations to make digital sovereignty concrete and actionable. During Inkoop Connect, she will share practical insights to help make actionable and strategic choices for an independent and future-proof sector.
The day ends with Ayca Szapora, a neuroscientist and cognitive psychologist. Ayca will explore how creativity works in the brain, which unconscious cognitive strategies we can employ, and how we can change the way our brain solves problems to generate new ideas.

The event is aimed at procurement officers, contract and vendor managers, compliance specialists and all other professionals working in the education and research sector within the field of procurement. This includes, for example, CIOs, IT directors, IT managers, CISOs, Privacy and Security Officers, contract managers, licence managers and procurement officers.
