SURF and Studielink award tender to Netcompany

Learning without obstacles one step closer: framework agreement for new sector-wide application, enrolment and registration service

SURF and Studielink have concluded a framework agreement with Netcompany, following a procurement process, for the development and management of a new sector-wide application, enrolment and registration service. An important step towards one coherent, future-proof administrative education landscape for mbo, hbo and wo, supporting learners in lifelong development.

European IT service provider Netcompany, under the direction of Studielink and SURF, will be responsible for the development and management of the sector-wide service. The driving force behind this initiative is the National Growth Fund programme Npuls, in which the mbo, hbo and wo sectors are working together on the transformation of post-secondary education. The framework agreement has a total duration of ten years.

A future-proof foundation for education

The sector-wide application, enrolment and registration service will replace the current application and enrolment systems in order to better facilitate flexible and cross-institutional education. In future, learners will have greater control over their own learning and development pathways and will no longer encounter administrative barriers. To achieve this, we are working on joint agreements and collective facilities, such as the new sector-wide service for application, enrolment and registration.

Governance of data, architecture and critical technology

The sector-wide service will be designed on the basis of modern technology and architecture and will consist of a modular landscape of components and services, fully integrated into a broader business platform. Digital sovereignty is a guiding principle: the sector retains control over data, architecture and critical technology within a publicly anchored ecosystem.

Studielink is the governing organisation providing services around the process of application and enrolment in (funded) higher education. The intention is that Studielink will also serve secondary vocational education in the future.Studielink will also manage and further develop important parts of the future sector facility.Studielink is a non-profit foundation. The foundation's activities are fully funded by the educational institutions.

In the National Growth Fund programme Npuls, all 102 public mbo schools, colleges and universities are working on the transformation of education. The 3 sectors are working together so that learners can learn without barriers and receive the best education on an ongoing basis. To this end, we are working on a single education space, in which we cleverly enable a variety of learning routes. This gives learners more control over their own learning and development route and they do not encounter (administrative) barriers.
