Services provided by SURF

Joint services are developed and offered within SURF, so that members can benefit from economies of scale. This means that not everyone has to reinvent the wheel all on their own. Members have influence on the service portfolio, which consists of a core package and an optional package.

Members adopt and approve services

The SURF members have influence on the services that are developed by SURF.  SURF draws up long-term agendas, which the members adopt and approve. This is the basis on which services are developed.

Outsourcing relationship

Members enter into an outsourcing relationship with SURF for the services that SURF offers. This means that members do not have to tender for these services themselves.

Core package or optional package

SURF's service portfolio is divided into a core package and an optional package.

  • Services in the core package are subject to a purchase obligation. If members require a service that is included in SURF's core package, they must purchase that service from SURF. Members may not purchase this service elsewhere in the market.
  • Optional services are not subject to this purchase obligation.

Can a member purchase a service from the core package elsewhere?

If a member wishes to purchase a service from a third party, even though the service is also included in the core package, the member must demonstrate in advance that there is a need for this, for example, because the SURF service in question is not suitable for application within the organisation.

Can non-members purchase services from SURF?

SURF primarily provides services to the members of SURF. Institutions purchase a service by concluding a service agreement with the operating company providing the respective service. The operating companies offer services to non-members on a limited scale. This is because 80 percent of SURF's turnover must come from the members of SURF.

Who determines which services are included in or excluded from the core package?

The Members' Council of the cooperative determines the core package each year.
