In 2016, SURF published the first version of the online proctoring whitepaper to provide institutions with an insight into the issues involved. The whitepaper was updated in collaboration with experts in the field of online proctoring. The 2020 version includes: the new privacy legislation General Data Protection Regulation (AVG) from 2018, the new possibilities in online proctoring, and the impact of the corona crisis.

Online proctoring offers the possibility to test students remotely and location-independently under controlled conditions. Due to current circumstances, institutions are considering online proctoring as an alternative form of testing, in addition to, for example, oral exams, written essays and open book exams. The choice to use online proctoring is up to each institution and can vary per situation, per study programme, and even per exam.

The whitepaper contains information and considerations that institutions can take into account when making the choice of whether or not to use online proctoring, and if so, under what conditions. Privacy considerations play an important role in the use of online proctoring. The corona crisis can influence the choice of online proctoring, and SURF therefore advises institutions to take another close look at the considerations after the corona crisis.

This publication has been written for exam boards, teachers and policy officials who are looking for more information on online proctoring, as a basis for making a good decision on whether or not they want to and are able to use online proctoring within their institution.
