GPT-NL progress report

Towards transparent, fair and verifiable use of AI

TNO, NFI and SURF are working as non-profit organisations on GPT-NL, a national open language model. At the end of February, the progress report was published, summarising the latest results. R&D Manager Frank Brinkkemper: "In Q1, the launching customers will get a head start. A wider rollout will follow in the autumn."

From milestone to milestone

Important milestones have already been achieved. These include the licence agreement with commercial news media, via the NDP trade association. GPT-NL is the first initiative worldwide to have succeeded in reaching agreements with all publishers on the use of their content and fair remuneration for it. With the start of 2026, a new phase has clearly begun: the language model has been fully trained and major data deals have been concluded. The first users are now ready.

Core values as a starting point

Complex challenges emerged in the project, with the following core values as a starting point: reliable and transparent technology, being able to make a reciprocal contribution and strengthening the sovereignty of the Netherlands.  Extra care and attention was therefore paid to matters such as legislation and regulations and data collection. 

Follow-up with 10 launching customers

In the coming period, GPT-NL will go live, with a select group of 10 so-called launching customers. These come from diverse domains: organisations that will be the first to start working with the model and help test it in practice. These parties wanted to join for a variety of reasons:

  • To help build sovereign AI in the Netherlands and Europe
  • Transparency about where data comes from
  • Being able to work fully secure, e.g. on premise
  • Investments going to legitimate parties, such as data providers
  • Improving the quality of Dutch-language use cases
